In George Floyd’s Death, a Police Technique Results in a Too-Familiar Tragedy
Police departments have tried to ban or severely limit the use of chokeholds and neck restraints. But in Minneapolis, a knee pressing on a neck led to a man’s death.

Police department records show that Minneapolis officers continued to use knee restraints and chokeholds after many departments tried to ban them. Officers used them against black people far more than any other group.
The Minneapolis Police Department manual states that neck restraints & chokeholds are basically reserved for when an officer feels caught in a life-or-death situation. There was no apparent threat of that nature in Mr. Floyd’s detention.
