The digital infrastructure at academic institutions worldwide has hardly evolved since 1995 or so. How can we get them to modernize and leave the state of 1995?

Why have our academic institutions all but ceased innovating after they developed and implemented the internet nearly 30 years ago? How can we get them to innovate again?
